Subhash (Vinod Khanna) is a fiery editor in the small town weekly named Mashaal. He is arrested for defaming a local personality. Therefore the charge of Mashaal is handed over to his friend Ravi (Vinod Mehra). Aruna (Saira Banu), a local school teacher, also starts contributing to the weekly and makes an attempt to end the anarchy in the land.
